Primary Purpose:
Evaluate and provide leadership for the overall instructional programs in the assigned subject area(s) of the district in grades 6-12. Assist in directing and managing instructional programs and operations at the campus levels. Provide leadership to ensure high standards of instructional service. Assist in the effective and efficient operations of the curriculum and instruction department, which includes curriculum, staff development, and assessment.
To coordinate and guide English Language Learners toward gaining knowledge and skills in order to become productive citizens by increasing English proficiency in listening, speaking, reading and writing in the academic core subject areas.
Qualifications:
Education/Certification:
- Master’s degree from an accredited university
- Valid Texas teaching certificate with ESL certification
- Demonstrated competency in the core academic subject area(s) assigned
- Texas principal or other appropriate Texas certificate preferred

- Screen Home Language Surveys
- Conducts assessments to identify ESL students at all grade levels districtwide, including review of student data and testing of students.
- Plans, organizes, and monitors instruction in English in the TEKS and the English Language Proficiency Standards (ELPS). Instruction must be consistent and coordinated with the district's instructional program so that students meet and exceed learning targets and the requirements outlined in state and federal law.
- Continually evaluates the ESL program and implements changes based on the findings.
- Attends IEP, Section 504, or other related meetings necessary for student assessment and/or compliance with federal and/or state law.
- Plan and conduct parent meetings, including parent advisory committee meetings (LPAC).
- Consult with administrators, counselors, teachers, and other relevant individuals regarding ESL students.
Major Responsibilities and Duties:
Curriculum, Instruction, & Assessment
- Serve as a colleague with classroom teachers to support learning, and focus on individual and group professional development to expand and refine the understanding of research-based effective instruction.
- Observe classroom instruction and provide feedback and assistance to classroom teachers to facilitate improvement and innovation.
- Plan, implement, and evaluate instructional programs with teachers and principals, including learning objectives, instructional strategies, and assessment techniques.
- Work with all teachers to ensure understanding of the depth and complexity of the state curriculum including the implementation of the TEKS Resource System as appropriate. Ensure standards are evident in instructional practices including such things as grading/promotion/graduation policies, common assessments, project-based learning criteria, and rigorous learning tasks across all disciplines.
- Encourage and support the development of innovative instructional programs, helping teachers pilot such efforts when appropriate. Participate in program evaluation measures and make suggestions for improvement where needed.
- Support teachers with developing and using learning-centered, authentic formative, and summative assessments to inform instruction and meet the needs of all learners. Collaboratively develop plans to improve student outcomes based on formative and summative assessment information.
- Foster collegiality and team-building among staff members. Encourage their active involvement in the decision-making process.
- Demonstrate a thorough knowledge of the curriculum and subject matter assigned.
- Monitor and design intervention programs by observing, meeting with teachers, analyzing data, and seeking methods to meet the needs of all learners.
- Provide leadership and support for campus implementation of Response to Intervention on the assigned campus.
- Ensure the use of technology in the teaching-learning process.

Personnel Management
- Assist campus and district administration in interviewing, selecting, and orienting new staff.
- Serve as a coach to teachers in order to improve student outcomes including goal setting, working with campus administration to set student learning objectives, and supporting teachers in attaining goals.
- Provide support and coaching for teachers serving students in content-based and pull-out EL services directly and indirectly.
Professional Growth and Development
- Seek opportunities for personal and professional growth that align with the district’s beliefs, vision, and mission. Assist with finding opportunities for personal and professional growth for others that align with individual needs as well as the district’s beliefs, vision, and mission.
- Provide counsel to the assistant superintendent and principals in the design and delivery of professional learning opportunities for staff based on identified needs.
School/Organizational Improvement
- Participate in the development of campus improvement plans with staff, parents, and community members.
- Partner with the assistant superintendent and principals to provide campus support for understanding and using data and information related to the state accountability system.
Administration and Fiscal/Facilities Management
- Requisition supplies, textbooks, and equipment and monitor and maintain inventory in accordance with district procedures.
School/Community Relations
- Articulate the school’s mission to the community and solicit its support in realizing the mission.
- Demonstrate awareness of school-community needs and initiate activities to meet those needs using appropriate and effective techniques to encourage community and parent involvement.
